Nova Etool Converter Assistant (NECA) Tables

We developed the NECA tables software to help our clients and staff easily create and modify tables related to Critical, Non-Critical, and Reserve for Replacement (R4R) items. These tables, which are not under HUD's control, give more flexibility in delivering component tables to HUD. NECA smoothly connects with HUD's CNA e-Tool 3.0 system, making the submission process more efficient, and reducing revision times significantly.

NECA also works with HUD's Financial Factors Tool (FFT) to ensure compliance with R4R requirements. This helps lenders determine their initial and ongoing annual deposits over a 20-year period.

HUD Energy

Nova meets the definition of Energy Professional as outlined by HUD.

Nova’s HUD energy audits comply with MAP/MIP loans. We provide the following:

Statement of Energy Design Intent (SEDI) for new construction/gut rehab

Statement of Energy Performance (SEP) for existing buildings

ASHRAE Level II energy audit for all substantial rehabilitation projects that achieve an ENERGY STAR® score of less than 60.

ENERGY STAR® verification visits and application submission for existing buildings that achieve a score of 75 or greater

Green Physical Needs Assessment (GPNA) Requirements for Public Housing Authorities (PHAs)

HUD mandates that properties older than five years must undergo an energy audit. Public Housing Authorities (PHAs) are also obligated to conduct an energy audit at least once every five years. 

These audits aim to identify water and energy conservation measures along with the associated cost savings.

 

The recognized measures will be inputted into HUD's CNA e-Tool as alternate items in cost projections, helping calculate the simple payback for each considered Energy Conservation Measure (ECM).

RAD PCA Parts 2 and 3:

Part 2: Energy Audit

The RAD PCA Part 2 energy audit assesses the property's energy and water usage while documenting potential improvements for conservation. This includes outlining the cost of energy saving improvements and estimating their financial payback. Energy and water-saving measures are then recorded as alternatives within the CNA e-Tool.

Part 3: Utility Consumption Baseline

The Utility Consumption Baseline assesses data on all utility usage at the property for a full twelve month period. This establishes a baseline for benchmarking and serves as a reference for future measurements of consumption and associated costs.
